This Management Tool Kit provides a brief guide for management of business clusters and networks. It was developed within the framework of the Strengthening Business Performance of Economic Networks (SeBPEN) project, which occurred in Poland and Lithuania between 2012-2014. The SeBPEN project was supported by the EU’s Leonardo da Vinci programme, and was implemented by four project partners, including Partners for Local Government (Poland), the Wielkopolska Chamber of Commerce and Industry (Poland), the Kaunas Chamber of Commerce and Industry (Lithuania), the Lithuanian Human Capital R&D Institute (Lithuania), and Navigator Consulting Partners (United Kingdom).

Although it has been written with the experience of twelve business clusters in these two countries, the management tools and techniques it contains are based on development work with enterprises, networks and clusters in Europe and world-wide. As a result, the Tool Kit applies to a much wider audience.
